I need to vent...

I would hate to work for your company. Amongst other things, it sounds as though the HR department is probably too big and needs to constantly justify its existence.

And they wonder why their people retention rate has fallen over the years.... all since they put this system in place!

The problem is now, of course, that I am p1ssed off and demotivated. I just wanted a fair shot - even if I didn't get it, I wanted the chance to try, you know?

The fact that you would be considered a strong candidate if you applied from outside, but can't even apply from within under their system, is all the reason they should need to scrap that system. It's ridiculous and infuriating and I'd like to suggest you cause a big stink about it; however, companies which have systems like this in place are invariably completely inflexible about them, and they will stubbornly insist on sticking to a ridiculous system even when its idiocy is pointed out to them. I detest HR departments. Policies like this are usually all down to them.

I would kick up a stink about it but that two of the areas my manager (in his experience) feels I need personal development is in "Communication", specifically controlling my body languagel and "Influencing and Challenging" - but constructively. Therefore I am worried that if I do make trouble, it will go on my record, and my appraisal will be just as poor as it was this year and we've already been told that we have to do something exceptional to be considered a "good" grade.

It's all wonderful for morale, you know.
